Johnson urged people to wait for the conclusion of an investigation by senior civil servant Sue Gray on political parties suspected of violating multiple rules by government officials during the pandemic. Gray, a respected civil servant who investigated past allegations of ministerial misconduct, will report by the end of the month.

The government says Gray’s investigation is independent, but she’s a civil servant and Johnson is ultimately her boss. Gray could conclude that Johnson did not have the power to dismiss him, but that Johnson broke the government minister’s code of conduct. Johnson doesn’t say what to do if he realizes he has made a mistake.

Johnson does not have to face voter judgment until the next general election scheduled for 2024. However, if he determines that he has become toxic, his party may try to expel him sooner.

Under conservative rules, if 15% of party members write a letter requesting it, a leader’s distrust resolution can be triggered.

Conservative lawmaker Roger Gale, who has long criticized Johnson, said he had already submitted a letter calling for a leadership challenge.

“I think this weekend my mind is focused on the need to take the necessary actions,” he said. “I’m not sure how many of my colleagues wrote the letter, and you shouldn’t know … but I think it’s gaining momentum.”
