The Texas Department of Civil Defense said on Friday that police responding to the shooting at an elementary school have decided not to enter the classroom where the shooter was because they felt students were no longer at risk.

Officials said Ramos, who dropped out of high school, was at the school for 40 minutes to an hour before police stormed a fourth-grade classroom where the killings took place.

McGraw said up to 19 police officers had come to the scene and were in the corridor of the school, but the head of the incident felt that a tactical team was needed to carry out the necessary police operations.

U.S. Border Patrol tactical officers eventually arrived, along with other officers and equipment, including a ballistic shield. They entered the classroom where Ramos was located and where he was shot dead.

McGraw said based on sound recorded by security cameras and cartridges found at the scene, Ramos fired more than 100 shots during the incident.

The National Rifle Association opened its annual conference on Friday in the city of Houston, just days after the shooting. Texas Federal Reserve Chairman Gregg Abbott, who was scheduled to speak at the conference on Friday, withdrew from his appearance and will travel to Uvalde instead. The Governor of the Central Bank will, however, deliver a pre-recorded video message at the conference.

Former President Donald Trump is still scheduled to speak at a three-day event hosted by gun rights groups.
