Kyiv, UKRAINE — Russian forces are attacking Ukraine again with missiles and drone strikes, mainly targeting energy installations, as winter approaches.

Attacks on Moscow from night to Tuesday morning focused on cities in southern and eastern Ukraine that Russia invaded nearly eight months ago.

Numerous explosions were heard in the eastern city of Kharkiv, especially in the industrial area south of the city centre.

Kharkiv regional chief executive Olev Sinievbov wrote on Telegram that eight rockets were fired from the nearby Russian city of Belgorod. He said he was not injured.

Russia also shelled the southern city of Mykolaiv with S-300 missiles, killing a man whose body was found in the rubble of a two-story building, said regional governor Vitaly Kim. Moscow’s military also fired Iranian-made drones against the city, and Ukraine shot down five of them, the South Operations Command said.

Kirillo Tymoshenko, deputy director of the president’s office, said two attacks on energy facilities in the southeastern city of Dnipro had severely damaged them.

In Kyiv, an energy facility was attacked three times. Another energy facility was attacked in Zhytomyr, 140 kilometers (87 miles) west of the capital.

In the Zaporizhia region, so-called suicide drones caused fires at infrastructure facilities.

WASHINGTON—A senior U.S. intelligence official says Russia is depleting its munitions inventories “at an unsustainable rate.”

US Director of National Intelligence Avril Haynes said late Monday that the Russian military is facing a major supply shortage of precision weapons, especially cruise missiles.

Moscow is forced to rely on countries such as Iran and North Korea for supplies and equipment such as UAVs, artillery shells and rockets.

Haynes said the international sanctions and export controls imposed on Russia have exposed Russia’s technological weaknesses.

Kyiv, Ukraine — Russian forces have kidnapped two more workers at the Zaporizhia nuclear power plant.

The state nuclear operator Energoatom wrote on its Telegram channel that the two were detained and taken to an unknown location. Olev Kostyukov, head of information technology services, and Olev his Osheka, assistant director of the broadcasting station.

KIEV, UKRAINE — Ukrainian President Volodymyr Zelensky has condemned the wave of Russian drone strikes and urged the country’s allies to provide air defense weapons.

Suicide drones laden with explosives hit the Ukrainian capital, setting buildings on fire and blowing holes in one of them. Four people died, officials said.

“Russia has no chance on the battlefield and is trying to make up for its military defeats with fear,” Zelesunky said. “Why this terror? To put pressure on us, Europe and the whole world.”
