According to McCarter, fair representatives were lying across the border in Boise, not in Salem, Oregon’s capital.

McCarter said his campaign provided a route to other parts of the country where the divide between urban and rural America is widening.

“Chicago rules Illinois. Atlanta rules Georgia. New York City rules the entire state of New York,” he said. “And there is a distinct difference between the city and the countryside.”

For small business owner Sandy Gilson, who lives in John Day, about three hours east across the snow-capped mountains, the final blow was the 2018 Business Activities Tax.

She said businesses that generate jobs and livelihoods do not have to manage additional burdens because of the “privileges of being part of the state.”

The tax is part of the attitude of Portland and other large cities in Oregon, she said, and hopes the government will fix the problem.

Eastern counties have backed the move, but decisions on border restructuring are left to the two state legislatures and legislatures.

The bill will be difficult to pass in Oregon’s Democratic-dominated House and Senate.

But Gilson said, if we can redraw congressional districts, why not redraw state lines?
