The state with the highest degree of freedom and the state with the least degree of freedom are the same. New York has the least degrees of freedom, followed by Hawaii and California, New Hampshire, Florida and Nevada.

The three least flexible states all have a Democratic governor. Two of the three freest states have Republican governors, with the exception of Nevada, which is governed by Democrat Steve Sisolak.

According to the Cato Institute, New York is ranked 50th in “degree of freedom” and New Hampshire is number one.

William Ruger and Jason Sorens, researchers at the Cato Institute who compiled the annual report, said their analysis showed that individual freedom was totally reduced.

There are Republican governors in all three states.


Arizona, Florida and Indiana are leading the way in education, taking into account the requirements and limitations of private and homeschooling.

The most restrictive state is North Dakota, ranked 50, followed by Nebraska and Michigan.

The Cato Institute ranked states based on the freedom of couples to enter into private contracts in both civil unions or marriages.

The states ranged from deep democratic California and Hawaii to the solid Republican Tennessee.

Seven states, Delaware, Iowa, Kansas, Michigan, Oregon, Pennsylvania, Texas and Washington, are at the bottom of the table, all of which are the biggest barriers.
